Quick answer
The dative answers кому́? чему́? (to whom? to what?). Use it for the receiver, for age and feelings (мне 30 лет, мне хо́лодно), after нра́виться, and after к and по.

The thing you like is the subject, you are the dative. Literally: “Moscow is pleasing to me”.
